Education, advanced training, and further education during your professional career have a theoretical base in the concept of life-long-learning. Latest technical developments can help to decentralize learning and/or teaching of content and to improve the quality of the programs. At the same time, latest technologies allow a secure, testable, and temper-proof saving of certificates in a digital way. The interface for getting study-/course-offers, information about lecturers, certificates, and the chance of digital interaction for proving and reviewing shall be “Digital Cards”. To put this project into practice, an initiative has started its work.

How can we connect existing structures in e-learning, further education, saving and data protection for getting a system for retrieving qualification certificates and have them verified for the time of a person’s life? A cooperatively shaped consortium of education providers, system engineers, public institutions of the animal sector, research centers and software engineers seek to solve this problem and started its work in August 2019. QVIREA means “Qualification” and “Virtual Reality”. The first one expresses the focus of the initiative which does not only aim at improving qualification in quality but also wants to make degrees and certificates internationally harmonized and retrievable, comparable, and testable. “Virtual Reality” represents the use of modern technologies for learning and at the same time for the saving and availability of data.

„Digital Cards“ shall be the key to all data that is written into a blockchain. Degrees, proofs, certificates are put into a blockchain which stands for safety, verification and being temper-proof. As personalized cards they stay valid for a lifetime and become a new digital certificate folder that is all time available and presentable. At the same time, the card gives access to a digital platform that offers information about course offerings and lecturers. One special thing about the cards is a specification for two different career paths: The “Digital Basic Card+” is for all those who work practically “in the field” along the food production chain and take over special tasks. The “Digital Academic Career Card” is meant for all who have chosen an academic career and became lecturers, consulters, or auditors.

The digital setup of the initiative contains the question which learning content can be communicated digitally and that way could be improved for students and lecturers. Aspects of e-learning are checked to work with augmented, mixed, or virtual reality tools where its use makes sense. In fact, virtual reality enables a concentrated learning about surgical intervention at animals in a way that avoidable stress and pain for the animal can be prevented. That way digitalization helps to improve the performance of animal welfare.

For the prototype, the initiative takes the current example of the need to implement the latest version of the German piglet-anesthesia-expertise-regulation (FerkBetSachkV) for developing all necessary things. The change derives from the decision of the Bundesrat from September 2019: From January 1st, 2021 onwards, not only veterinarians are allowed to do anesthesia for a surgical intervention at piglets but also farmers. The respective training and concepts need to be developed as fast as possible. The consortium has set up a concept and develops the single features necessary. In spring 2020 the prototype will be tested; an evaluation of this will take place in summer to optimize the system. The formulated goal is to get the “Digital Cards” marketable until January 1st, 2021.
